POLICY STATEMENT
The ֱֻ (UAF), as part of its mission, promotes and engages in many programs, events and activities that require use of sidewalks, trails and roads on campus. UAF prohibits the use of off-road vehicles on campus.
BACKGROUND AND JUSTIFICATION
This policy is being implemented to ensure the safety of all campus users, on and off the road, and to reduce the risk and/or liability to UAF.
DEFINITIONS
- Off-Road Vehicle (ORV), considered to be any type of vehicle which is capable of driving on and off paved or gravel surfaces that is prohibited from traveling on public highways, streets and/or sidewalks; to include, but not limited to ATVs and snowmachines
- UAF Campus, for the purpose of this policy, “campus” is limited to the trails, sidewalks and roads owned and maintained by the ֱֻ.
- Authorized, for the purpose of this policy, “authorized’ is limited to those acting or performing their duties as a UAF employee.

For the proper use of off-road vehicles, where off-road vehicles are permitted, users
should follow ֱֻ Administrative Code Administrative Code
13 AAC 02.455. Operation on highways and other locations
RESPONSIBILITIES
Police: Responsible for reporting incidents or concerns per established reporting procedures, receives reports or concerns from all University personnel and appropriately investigates criminal activity or delegates administrative issues to appropriate UAF administrators.
UAF PD is responsible for enforcing this policy.
NON-COMPLIANCE
Failure to comply with this Policy is grounds for immediate removal from programs at the participant's expense, and for disciplinary action by the university. Any disciplinary action taken against employees by the university will follow the employment rules governing the individual's employment category. Participants who are not UAF employees or students are not subject to discipline, but may be excluded from UAF facilities, property or programs. As applicable, further action may include, but is not limited to, notification to regulatory or law enforcement agencies. Non-compliance with law may lead to trespassing and fines by law enforcement agencies.
EXEMPTIONS
The ֱֻ may allow the use of off-road vehicles on a limited basis to:
- Address the necessary safety and maintenance needs of campus at which time the use would be considered authorized.
- Allow the driver of an off-road vehicle to cross campus as a limited authorized user.
PROCEDURES
ORV, ATV, snowmobile and/or snow machines are not allowed to be driven on UAF campus unless authorized.
The UAF Policy Department or UAF Risk Management can grant ORV drivers the status of authorized user for limited purposes.
